Mekong - U.S. Partnership
Under USAID's Mekong–Building Climate Resilience in Asian Cities project, city partners in Hue, Vietnam began a shared planning process with the U.S. Army Corps of Engineers (USACE) to develop decision support tools to improve flood management.
Vulnerability assessments previously conducted by local government partners as part of the project identified the linkages between flooding and urban expansion as a critical issue affecting the city’s resilience. Following this assessment, the Hue project team, supported by the Institute for Social and Environmental Transition and the Vietnam National Institute for Science and Technology Policy and Strategy Studies, designed scenarios to assess future reservoir management, urban development, and climate change conditions in order to improve understanding of future flood risks and management options.
The USACE Decision Support tool provides an additional mechanism to enhance dialogue between local government and other stakeholders to communicate research findings in a transparent and meaningful way. The Hue government partners will use the tool to refine their own scenarios, adding in economic information on benefits and costs, and promoting dialogue and decision making with key policy makers.
