This project for economic development professionals, academics, economic journalists and policy makers will examine the legal, regulatory, and social infrastructure that encourages small and micro-businesses to flourish.  The ten participants will explore and assess best practices, including micro-lending, red-tape reduction initiatives, one-stop shops, and incubators.  They will explore the use of the Internet, mentoring, and other models to encourage small and start-up entrepreneurs.  The project will include strategies to encourage women and disadvantaged groups.  Participants are from Myanmar, Cambodia, Laos, Thailand, and Vietnam.  Participants will begin their project in Washington, DC and travel to Baltimore, MD; Greensboro, NC; Dallas, TX; and San Francisco, CA.
